Maps and surveys

 

Town planning is guided by laws and ordinations as well as recommendations and decisions (e.g. protective orders).

 

Plans of various detail levels define the use of areas for living, recreation and business and the arrangement of traffic within the municipality. The general town plan gives the assignment of areas in broad strokes and the district plans order land use and building in more detail.

 

The preparatory work on these plans is performed at the planning office. Its aims include the creation of safe, healthy and enjoyable living and working environments for private persons, service providers and businesses. Meanwhile, costs, cultural and natural values, the prevention of environmental hazards and appropriate traffic flow require consideration, as well.

The city of Varkaus is responsible for cadastral survey procedures in the planning region of Varkaus and the upkeep of the cadastral registry. In the town planning area of Kangaslampi cadastre and cadastral procedures are kept by the cadastral district office of Northern Savo (Pohjois-Savon maanmittaustoimisto). The cadastral procedures we perform in the town planning area of Varkaus include subdivision, parcelling, easement surveys and demarcations.

We maintain the cadastre, cadastral decisions, extracts of cadastre, title certificates, abstracts of the register of mortgages.

 

Cadastral surveys can be requested by landowners with registered ownership. Within the borders of Varkaus, land ownership can be registered at the Varkaus District Court. For unseparated pieces of land, parcelling is set into motion without a separate request. A demarcation may also be sought by a party that caused the loss of a boundary marker.

 

Acquisition and cession of land / Negotiation of acquisitions and cessions of land by the City of Varkaus and reservations of industrial and business plots. Tenancy agreements and site leasehold agreements with the city, deeds and records.

Maintenance of the address registry

The city maintains an address registry and notifies the requisite officials (emergency exchange, rescue services, police, the post office's address service, the Varkaus mail delivery unit, Population Register Centre, National Land Survey of Finland and the Road Administration) about changes in address names and numbers. Announcements by residents and real estate holders / Estate holders and residents whose address changes are still required to announce the change to friends and acquaintances, any newspapers or magazines they subscribe to, suppliers and business partners etc. They do not need to give an official removal notice to the Post Office, since they are not physically moving anywhere!

 

Map products and documents / Graphical map products, documents and register extracts

The real estate and survey unit produces the following map products: town planning maps, base maps, tourist and address maps, basic maps (topographic map by National Land Survey of Finland), postal code maps, building permission maps, plot maps. We can procure documents pertaining to land registration and surveying from all over Finland: cadastral certificates, title certificates, certificates of mortgages and encumbrances.

 

Numerical geographical information / Geographical data that can be delivered in numerical form includes the current town plan, base map and guide map. We produce search results on our geographical information database.

 

Printed maps; Guide Map and address map of sparsely populated areas

The Guide Map of Varkaus was printed in four colours in summer 2007. Its front side shows the urban centre at a scale of 1:15,000 while the back depicts the sparsely populated areas at a scale of 1:30,000 and a guide map of the densely populated part of Kangaslampi.

The Guide Map depicts streets and roads with address numbering, place names, the varying land uses (built-up, parks and water), public and important buildings and the basic services as symbols. The address map gives roads and islands with their address numbers, place names and the varying land uses (built-up, parks and water). Both maps include search grids. A separate index booklet lists all streets, roads and islands. The map sells for €11 incl. VAT. It can be bought at the city's municipal service point in Kangaslampi and the bookshops of Varkaus. You may also peruse it online at http://kartta.varkaus.fi/. The Internet version includes a real-time town plan, the locations of various services (choose 'tarkennettu haku') and links to their respective web pages, if any.
